Cooperation, Sports, and Youth Welfare Minister Vishwas Kailash Sarang held a meeting with senior officials of the Cooperation Department to review the department’s current activities and upcoming plans.
During the meeting, Minister Sarang instructed the formation of a special committee to further strengthen Primary Agricultural Credit Societies (PACS) and marketing cooperative societies in the state. This committee will study the current status of these institutions and provide suggestions to improve their operations, structure, and functioning, submitting a detailed report within 15 days.
Minister Sarang highlighted that the state government is celebrating 2026 as the Agricultural Welfare Year, which underscores the importance of the cooperative sector. He directed officials to develop PACS as strong units of the rural economy. To achieve this, a statewide membership campaign will be launched in April, aiming to enroll approximately 1 million farmers into cooperative societies.

The meeting also reviewed the fertilizer distribution system. The minister instructed that PACS-based distribution through cash payment in double-lock situations should be ensured, so that fertilizers are available to farmers on time and the distribution system becomes more transparent and efficient.
Senior officials present included the Principal Secretary of Cooperation, Commissioner of Cooperation, and other top officials. Minister Sarang emphasized that concrete steps must be taken to strengthen cooperative institutions to maximize benefits for farmers. Strengthening PACS will enhance economic activities at the rural level and allow farmers to access institutional facilities effectively.
During the review of cooperative institutions, it was found that several societies require more effective management and operations. The special committee will assess all PACS and marketing societies, provide recommendations on their structure, functioning, and governance, and submit a comprehensive report within 15 days.
The discussion also stressed the critical importance of increasing PACS membership to provide institutional benefits to farmers and strengthen the rural economy. Additionally, officers were instructed to correct any irregularities or delays in cooperative operations immediately, ensuring that farmers receive maximum benefits and that cooperative institutions continue to contribute actively to rural development.
