Election Commission removes Annexure-D from online Form 6 after SIR row

Amid the continuing controversy over the Special Intensive Revision, or SIR, the Election Commission has made a major change to Form 6, which is used for the registration of new voters. The Commission has removed the additional declaration, Annexure-D, from the online Form 6 in states where the SIR has been completed. New voters in these states will no longer be required to submit this additional declaration along with Form 6.

Reports of differences within the Election Commission over Annexure-D had also emerged. According to reports, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had objected to the inclusion of an SIR-linked additional declaration in Form 6. Their argument was that the prescribed rules must be followed for any change in a statutory form. On September 26, the Election Commission clarified that decisions related to SIR had been taken with the approval of all three Election Commissioners and that, during the non-SIR period, the normal forms prescribed under the Registration of Electors Rules, 1960, would be used. After this, on September 30, the additional declaration was removed from the online Form 6 in states where the SIR had been completed.

The change is particularly important for young people and new voters who fill out Form 6 to have their names entered in the electoral roll for the first time. However, in states where the SIR process is still under way, the arrangement for the related additional declaration may be different.
