CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: Bhopal Police Commissioner Sanjay Kumar has issued preventive orders under the powers granted by Section 163 (1) of the Indian Civil Security Code 2023. These orders provide for punitive action against events organized without proper permission.
Commissioner Kumar stated that in Bhopal district, organizing any type of event—such as protests, demonstrations, movements, processions, rallies, public meetings, effigy burning, marches, chariot processions, vehicle rallies, submitting memoranda, gatherings at offices, residences, or government buildings—requires prior permission from the Deputy Commissioner of Police, Intelligence and Security, Bhopal Urban Police.
Events conducted without permission will be subject to legal action, and the organizers will also be responsible for any disorder or damage caused during such events.
The order further specifies that no individual from any community within the Bhopal city limits shall organize any program against the sentiments of another community, nor deliver any provocative speech against the religious feelings of another community that could threaten public peace.
Organizers are obliged to comply with all conditions specified in the permission letter. No person within the Bhopal city limits shall engage in improper printing or publication that could create communal tension or discord between communities.
The order prohibits the use or possession of weapons, explosives, or any hazardous items during all forms of gatherings, including protests, demonstrations, rallies, marches, processions, public meetings, effigy burning, chariot or vehicle rallies, office or residential gatherings, and government building encirclements.
No individual is allowed to possess objectionable weapons, arms, explosives, or any items that may endanger the general public at any building, public place, or private property.
If any community, organization, political party, committee, delegation, or organizer causes damage to public areas, government premises, offices, buildings, or any government property during their events, the organizers will be held responsible, and legal action may be taken against them.
This order will remain in effect for the next two months. Violation of any part of this order will result in action under Section 223 of the Indian Civil Security Code 2023.
