CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: Chairman of the Madhya Pradesh State Finance Commission, Jaibhan Singh Pawaiya, stated that making urban local bodies and Panchayati Raj institutions financially self-reliant, empowered, and efficient is among the Commission’s highest priorities. He emphasized that the economic strengthening of local bodies would serve as the foundation for providing better basic amenities to citizens and ensuring overall development.

A meeting chaired by Pawaiya was held at the VIP Guest House in Lalghati with public representatives from Bhopal. The discussions focused on the financial strengthening of urban local bodies and panchayats, increasing their own revenue sources, infrastructure development, and the expansion of public services. Deliberations were also held on the income and expenditure for the financial years 2025-26 and 2026-27, the financial condition of local bodies, and future development requirements.

The meeting was attended by Bhopal’s Minister-in-Charge Chaitanya Kashyap, Member of Parliament Alok Sharma, MLAs Bhagwandas Sabnani, Vishnu Khatri, and Atif Arif Aqueel, Bhopal Mayor Malti Rai, District Panchayat President Ramkunwar Navrang Gurjar, State Finance Commission Member Secretary Virendra Kumar, members K.K. Singh and Rishi Garg, along with senior administrative officials of the division.

Pawaiya invited practical and long-term suggestions from all public representatives to enhance the local bodies’ own revenue sources, ensure financial self-sufficiency, and accelerate development activities in both rural and urban areas. He also sought recommendations on special financial provisions and the effective utilization of resources for the conservation and development of tourist destinations.

There was broad consensus during the meeting on the urgent need to implement Bhopal’s Master Plan for long-term and planned development. Public representatives stated that the implementation of the Master Plan would provide new direction for city expansion, infrastructure development, traffic management, environmental conservation, and investment opportunities.

Minister-in-Charge Chaitanya Kashyap suggested strengthening the financial autonomy of urban local bodies by directly transferring the benefits of the surcharge imposed on stamp duty to them and ensuring that government buildings also pay property tax as per regulations. He noted that this would significantly increase local body revenues and enable them to implement development projects more effectively.

MP Alok Sharma stressed the importance of preserving Bhopal’s historic water bodies, particularly the Upper Lake (Bada Talab), and preventing encroachments in its catchment area. He also recommended the construction of flyovers at major intersections, strengthening road infrastructure, conserving historical sites, and preparing an integrated action plan for tourism development. Additionally, he proposed establishing a regulatory mechanism for the rational review of taxes and service charges to strengthen financial resources.

MLA Bhagwandas Sabnani emphasized improving water supply systems, promoting individual water connections, and developing new tourism and recreational centers to enhance revenue collection by urban local bodies. MLA Vishnu Khatri suggested preparing an integrated master plan with a comprehensive development vision for both rural and urban areas, promoting group drinking water schemes, expanding rural transport services, and increasing the financial capacity of panchayats.

Mayor Malti Rai highlighted the challenges faced by the Municipal Corporation regarding financial resources and development projects, stating that several important projects remain pending due to a lack of necessary approvals. She stressed the need to balance the maintenance of major public places with the revenue they generate, improve inter-departmental coordination, and strengthen the financial capacity of the Municipal Corporation. She stated that only a self-reliant and empowered municipal corporation can provide citizens with quality services and modern urban amenities.

The public representatives and officials present at the meeting offered various suggestions for making local bodies financially stronger, expanding revenue sources, and ensuring balanced, inclusive, and sustainable development across Bhopal and the entire division. The State Finance Commission will examine these suggestions and consider incorporating them into its forthcoming recommendations.
