China is now increasing its capacity to use supplies of machines, technology and key industrial equipment as instruments of strategic pressure. Its impact is visible from India’s infrastructure projects to the artificial intelligence (AI) and semiconductor industries in the United States. Beijing has recently announced new controls on exports of tunnel-boring machines and AI-related technologies.
For India, the biggest concern is over tunnel boring machines (TBMs). These massive machines are used to build tunnels for metro, railway and road projects, as well as in hilly areas. On October 19, China announced that licences would be required for the export of some special categories of TBMs, their critical parts and related technology. These rules will come into effect from November 18, 2026.
India has faced such supply-related hurdles before. In 2024, supplies to India of machines manufactured in China by the German company Herrenknecht faced customs-related delays. These machines are useful for important projects such as the Mumbai-Ahmedabad bullet train. However, the new rules do not directly name India, and their actual impact will become clear through the licensing process.
On the other hand, China has also proposed adding 23 AI-related technologies to its export control list. These include advanced AI models, autonomous agents, chip design tools and technologies for running large computing systems. This could create new challenges for US companies and the global AI industry over dependence on China and technological competition.
