CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: Relief may be on the way for more than 20,000 guest teachers working in Delhi government schools. The Delhi Directorate of Education (DoE) has prepared a proposal to replace the existing system of paying teachers on a per-day basis with a fixed monthly honorarium. Under the proposal, the honorarium for primary teachers (PRT), trained graduate teachers (TGT) and postgraduate teachers (PGT) may be increased. However, final approval from the government will be required before the proposal can be implemented.

How much honorarium could each category receive? According to media reports, the Directorate of Education’s proposal talks about fixing the monthly honorarium by including 60 percent dearness allowance (DA). PGT teachers may receive Rs 76,160 per month, TGT teachers Rs 71,840 per month and PRT teachers Rs 56,640 per month. These are proposed amounts and should not be treated as confirmed salaries until final approval and implementation are officially confirmed. Reports also indicate that the proposal does not include any provision for house rent allowance (HRA) or other additional allowances.

A fixed monthly amount may replace daily payment. Under the current system, guest teachers are paid an honorarium based on attendance in school and the number of days worked. If the proposed change is approved, eligible teachers may receive a fixed amount every month. This could bring regularity to their income and reduce fluctuations caused by variations in the number of working days in a month.

Proposal for casual leave and payment during vacations. According to reports, the proposal also includes a provision for eight days of casual leave in a financial year. If absence exceeds the prescribed limit, the honorarium may be deducted. In addition, teachers who meet the prescribed conditions may also receive the monthly honorarium during summer and winter vacations.

Will guest teachers be regularised? No. The proposed change does not mean regularisation of guest teachers. According to available reports, their service status will remain contractual. This means the proposal concerns changes related to monthly honorarium and leave-related facilities, not the grant of permanent government teacher status.

When could the new system be implemented? Media reports mention a plan to implement the new system from November 1, 2026. However, the final date will depend on government approval and the issuance of the relevant order. For now, guest teachers will have to wait for an official announcement.
