New Delhi: A new housing scheme has come into effect for lakhs of people living in slum settlements in Delhi. The Delhi government has notified a new policy for the redevelopment and rehabilitation of 675 jhuggi-jhopri (JJ) clusters. Under it, the target is to provide pucca houses to nearly 4 lakh families. The policy aims to provide better housing, basic amenities and a dignified life to families living in slum settlements.
Under the new policy, eligible families will be given a dwelling unit with an area of at least 25 square metres. It will include provisions for water, electricity, toilets and other essential facilities. The government’s priority is to resettle families in their existing settlement or nearby, so that employment, children’s education and livelihoods are not affected. Some settlements may also be rehabilitated at other locations as required.
According to the policy, for eligibility, the concerned slum must have existed before January 1, 2025. The beneficiary must be an Indian citizen and at least 18 years old. No member of the family should have a pucca house in their name anywhere in the country. Eligibility will be checked on the basis of the prescribed survey and valid documents. Each eligible family will receive one housing unit. The fixed cost of the house has been kept at Rs 1.50 lakh, while an additional amount has been provided for maintenance.
The scheme will be implemented through the Delhi Urban Shelter Improvement Board (DUSIB) and the Delhi Development Authority (DDA). Along with government resources, the public-private partnership (PPP) model will also be used.
In the first phase, preparations are being made for the redevelopment of nearly 4,870 jhuggis in 17 settlements in Seelampur, Sultanpuri and Lajpat Nagar. A plan has been prepared to develop three multi-storey residential colonies for them. The challenge before the government now will be to identify eligible families, implement the projects and provide houses on time.
