New York. During the 81st session of the United Nations General Assembly, developing countries demanded a more effective role in the future of artificial intelligence, or AI, and in its regulation. Countries from Africa, Asia and Latin America expressed concern that if AI development and its rules remain limited to a few wealthy nations and companies, global inequality could increase further.
Congo’s Foreign Minister Thérèse Kayikwamba Wagner said developing countries should not be confined to being only users of technologies created by other countries or followers of standards set by them. She stressed the participation of all countries and equal opportunity in the development of AI. Bangladesh’s Foreign Minister Khalilur Rahman said that four years ago only five delegations at the United Nations had raised the issue of AI, while this year 128 delegations discussed it. UN Secretary-General António Guterres also said AI governance should be human-centred and inclusive, and that it was essential to take the needs of developing countries into account.
The United Nations has also underlined the need for a global fund to build AI-related capacity in developing countries. According to the World Bank, AI can create major opportunities for developing economies, but this will require skills, infrastructure and technology developed in line with local needs.
