CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: Dilip Kumar Singh, a senior officer of the 1990 batch of the Indian Railway Service of Signal Engineers (IRSSE), has assumed charge as the new General Manager of West Central Railway. He is an experienced and competent officer of Indian Railways with over three decades of extensive experience in signaling, telecommunications, safety, and administrative functions.

Prior to this appointment, Singh was serving as Principal Executive Director/Vigilance at the Railway Board. During his tenure, he made significant contributions toward strengthening transparency, accountability, and vigilance mechanisms in the Railways.

Singh holds a Bachelor’s degree in Electronics and Communication Engineering from IIT Roorkee. Throughout his career, he has served in several key positions in Indian Railways, gaining vast experience in the field of signaling and telecommunications.

He began his career as an Assistant Signal and Telecommunication Engineer in the Firozpur Division of Northern Railway. Subsequently, he held important responsibilities in the Indian Railway Construction Organization for Telecom, railway electrification projects, and the Central Organization for Railway Electrification.

Singh has also worked in North Central Railway and East Central Railway in construction, IRPMU, divisional, and headquarters roles. He has served as General Manager of the Lucknow region in RailTel Corporation of India.

In the Senior Administrative Grade, he held key positions such as Additional Divisional Railway Manager/Agra, Chief Communication Engineer/North Central Railway, Executive Director (Telecom)/RDSO, and Divisional Railway Manager/Alipurduar (Northeast Frontier Railway). Later, in the Higher Administrative Grade, he served as SDGM/North Central Railway/Prayagraj.

An expert in signaling and telecommunications, Singh has played an important role in the development and implementation of modern signaling and telecom systems.

As General Manager of West Central Railway, his priorities include ensuring railway safety as the top concern, improving operational efficiency and punctuality, accelerating infrastructure development (new lines, doubling/tripling, electrification, etc.), expanding passenger amenities, and strengthening administrative transparency.

West Central Railway, headquartered in Jabalpur, is one of the important railway zones in the country, handling heavy freight transportation along with a large number of passenger trains. Under Singh’s leadership, further improvement in the overall development and service quality of this zone is expected.
