CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: Sanjeev Singh, Divisional Commissioner and Divisional Census Officer, chaired a meeting of District Census Officers from all districts of the division at the Commissioner’s office auditorium. During the meeting, he reviewed the preparations underway in all districts for the first phase of Census 2027, particularly regarding house listing and housing enumeration.
Commissioner Singh instructed all District Census Officers to conduct weekly review meetings under the chairmanship of the District Collector to monitor census activities. He emphasized the importance of the digital census process, data accuracy, transparency, and an effective workflow. He also directed that review meetings be conducted at the charge level to monitor ward and zone-level work. District-level control rooms should be established with toll-free numbers for assistance. Additionally, lists of supervisors and enumerators should be displayed at the Gram Panchayat and ward levels. He further instructed the formation of local joint teams at the Gram Panchayat and ward levels to assist enumerators.
He stressed that the census work must be completed within the stipulated timeline with full quality, transparency, and accountability. Adequate human resources and timely training for House Listing Blocks (HLB) should be ensured at the district level so that targets are achieved as scheduled.
On this occasion, Ancy Reji, Assistant Director at the Census Directorate, informed that the house listing work under the first phase of the census will be conducted from May 1 to May 30, 2026. The self-enumeration portal (se.census.gov.in) for Census 2027 (Phase I – House Listing) has been launched, where citizens can fill in their details online from April 16 to April 30, 2026, by answering 33 questions from home. This is part of the digital census initiative, after which enumerators will conduct door-to-door verification from May 1 to May 30, 2026.
House listing work has already been completed in all districts, and training of supervisors and enumerators is ongoing at the field level. Training will be completed in all districts by April 25 and 26. Thereafter, supervisors and enumerators will be taken on field visits of their respective House Listing Blocks (HLB). Charge-level training sessions for house listing are also underway, where master trainers are providing detailed guidance on key aspects.
Census 2027 will be the 16th census of the country and the 8th after independence. It is the largest and most reliable source of primary data at the village, city, and ward levels. Census 2027 will be fully digital, and for the first time, citizens have been given the option of self-enumeration. Data will be collected through the self-enumeration portal and a mobile application (HLO app). The creation of House Listing Blocks will be done through the HLBC web portal, while management and monitoring will be carried out via the CMMS web portal. During the house listing phase, information will be recorded on 33 parameters, including building usage.
The meeting was attended by Ankur Meshram (ADM Bhopal), Anil Kumar Damor (ADM Vidisha), Manoj Upadhyay (ADM Raisen), along with census officers from all districts of the division, officials from Bhopal Municipal Corporation, and other संबंधित departments.
