The Disaster Management Institute (DMI), Bhopal, in collaboration with the Petroleum and Natural Gas Regulatory Board (PNGRB), has started a two-day national training programme on “Capacity Building on Safety, Emergency Response and Disaster Risk Management for Industries in the Oil and Gas Sector” on September 24 and 25, 2026.
The programme aims to strengthen institutional and professional capacities for prevention, preparedness, emergency response and disaster risk management in the oil and gas sector. Special focus is being given to safety regulations, risk assessment, emergency plans and response mechanisms to reduce risks to life, property and the environment.
The programme began with introductory remarks by Priyanka Saxena, Assistant Director, DMI. This was followed by a welcome address by Dr. Sudhir Dwivedi, Joint Director, DMI, who informed participants about DMI’s role and activities.
Sanjay Shukla, Additional Chief Secretary, Home Department, and Chairman, DMI, delivered the keynote address. He appreciated the collaboration between DMI and PNGRB and stressed the need for coordinated efforts among regulatory institutions, industry, government departments and technical institutions to strengthen safety and emergency preparedness.
Ashish Bhargava, Additional Secretary, Home Department, Government of Madhya Pradesh, and Executive Director, DMI, delivered the inaugural address. He encouraged participants to take an active part in the technical sessions and use the knowledge gained to improve safety systems and emergency response capacity in their respective institutions.
Key speakers in the two-day programme include Shashi Vardhan Pandey, former General Manager, Indian Oil Corporation Limited; Ashish Bhushan, Director (P&E), Oil Industry Safety Directorate; Gaurav Sharma, AGM, Indraprastha Gas Limited; Engr. Sahil Goyal, Deputy Director, Department of Factories, Labour Department, Government of Punjab; and Mr. Anurag Pachauri, Senior Consultant, Maharashtra State Disaster Management Authority. From DMI, Dr. Sudhir Dwivedi, Joint Director; Dr. Asit Patra, Deputy Director; and Ms. Priyanka Saxena, Assistant Director, also participated in the technical sessions.
Dr. Asit Patra, Deputy Director, DMI, proposed the vote of thanks, expressing gratitude to the dignitaries, speakers, participants, DMI faculty members and technical staff.
Around 40 participants from across the country, representing BPCL, Essar Oil and Gas Limited, Adani Total LNG Limited – Dhamra LNG, Godavari Gas Limited, Gas Authority of India Limited, Hindustan Petroleum Corporation Limited, HPOIL Gas Private Limited, Indian Oil Corporation Limited, Mangalore Refinery and Petrochemicals, Think Gas Private Limited, Petronet LNG Limited, Vadodara Gas Limited, Reliance Industries Limited, Mahanagar Gas Limited, IOL Chemicals and Pharmaceuticals, Central UP Gas Limited, Kanpur, and Indraprastha Gas Limited, joined the programme.
The technical sessions cover topics including the PNGRB regulatory framework, ERDMP guidelines, Technical Standards and Specifications audit procedures, process safety management, OISD standards, hazard identification techniques, HAZOP, FMEA, safety audit, consequence analysis, quantitative risk assessment and emergency preparedness.
A special session on emergency response and disaster management plans for road transportation of petroleum products is also being held during the programme. The programme will provide an important platform for sharing experiences, understanding emerging challenges and strengthening the safety culture in the oil and gas sector. The programme will conclude on September 25, 2026.
