CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: CNN Central News and Network – ITDC India ePress | ITDC News, Bhopal: Goyal raised the issue of developed countries’ financial support commitments under the 2015 Paris climate agreement at the Berlin Global Dialogue. He said developed countries had promised to provide $100 billion annually to developing and less developed countries to help them deal with climate change, but, according to him, the support requirements have not been adequately met.
He also questioned the European Union’s Carbon Border Adjustment Mechanism (CBAM). Under this system, duties are imposed on certain imported goods based on the carbon emissions linked to their production. India’s concern is that this could create additional cost pressure on exports from Indian steel and other industries.
India’s stand: environmental protection alongside development. Goyal said India has to meet the energy, food and national security needs of more than 1.4 billion people. Despite this, the country is working on clean energy programmes, waste management and the reuse of resources.
In the global debate on climate change, India’s emphasis is that historical emissions, per capita emissions, economic capacity and development needs should also be taken into account while determining countries’ responsibilities.
Conclusion: Piyush Goyal’s statement in Berlin underlines India’s position on climate justice and the historical responsibility of developed countries. The central question in this debate is how the burden of tackling climate change should be shared, so that emission reductions can be achieved while also meeting the development needs of developing countries.
