CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: Kerala has expanded its statewide anti-drug campaign Operation Toofan to the grassroots level with the launch of ‘Toofan Thaddesham’, the second phase of the initiative. The programme aims to take anti-narcotics awareness, prevention and rehabilitation efforts to every ward across the state.
The second phase was launched in Malappuram, with Home Minister Ramesh Chennithala inaugurating the programme at Malabar College in Vengara. The initiative brings together Kerala Police, local self-government institutions, Kudumbashree networks, health and education services, families, schools and community organisations.
Under Toofan Thaddesham, 1,034 local-level vigilance committees are planned across Kerala’s 941 grama panchayats, 87 municipalities and six corporations. These committees will coordinate and monitor anti-drug activities in their respective areas.
At the ward level, Toofan Janasabhas will bring together residents, Kudumbashree members, ASHA workers, Haritha Karma Sena members, students, volunteers and other community representatives. The groups will conduct awareness programmes, monitor vulnerable areas around schools and residential neighbourhoods, and help connect people affected by substance dependence with treatment and rehabilitation services.
The campaign also focuses on confidential reporting of drug-related activity, parent counselling, school and college awareness programmes, sports and cultural activities for young people, and follow-up care for people undergoing rehabilitation. Ward committees will review activities monthly, while the state will conduct periodic reviews.
Operation Toofan was initially launched in June 2026 as a Kerala Police anti-narcotics mission involving enforcement, surveillance and public participation. The second phase broadens the campaign from enforcement to community-led prevention, awareness, treatment and social reintegration.
