CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: Water Resources Minister Tulsiram Silawat stated that Prime Minister Narendra Modi has set a goal to make India a developed nation by 2047. In line with this vision, Chief Minister Mohan Yadav has prepared the Vision Document for Developed Madhya Pradesh 2047. The budget for the financial year 2025-26, presented today by Deputy Chief Minister (Finance) Jagdish Deora, will serve as a milestone in the development of Madhya Pradesh.
Minister Silawat expressed his pleasure over the proposed 15% increase in this year’s budget compared to 2024-25. The estimated budget for the Water Resources Department in 2024-25 was ₹7,248.17 crore, which has been increased to ₹9,196.21 crore for 2025-26.
Budget Allocations for the Water Resources Department:
₹3,930 crore for dam and related works
₹1,225 crore for executive establishment
₹1,061 crore for canal and related construction works
₹700 crore for the Ken-Betwa Link National Project
₹501 crore for minor irrigation projects
₹300 crore for the Kanha Diversion Closed Duct Project
₹200 crore for small irrigation schemes
₹193 crore for dams and canals
₹162 crore for canals and ponds
₹140 crore for other small irrigation projects
₹128 crore for rehabilitation and strengthening works
₹90 crore for the Cheti Kheda Medium Project
₹75 crore for the Tem Medium Project
₹58 crore for financial support to elected farmers’ institutions
Expansion of Irrigation Facilities
Minister Silawat emphasized that adequate irrigation facilities are crucial for increasing farmers’ income. The state is witnessing unprecedented progress in irrigation infrastructure, with efforts to reduce water wastage caused by evaporation and human intervention in canal systems. The use of micro-irrigation techniques and pressurized pipelines is being encouraged. By 2029, irrigation facilities will cover 10 million hectares in Madhya Pradesh.
Two decades ago, due to a lack of irrigation sources, the state suffered from “dry lands and hungry people.” However, with Prime Minister Modi’s initiative of ‘Shared Water for All’, river-linking projects are bringing historical transformations to the irrigation sector. These initiatives will ensure that rivers remain perennial and provide consistent water supply.

Ken-Betwa Link Project (estimated cost: ₹24,293 crore)
Parvati-Kalisindh-Chambal Inter-State River Link Project (estimated cost: ₹35,000 crore)
Tapti Basin Mega Recharge Project, with discussions underway with Maharashtra for approval
In 2025-26, 19 large and medium and 87 small irrigation projects have been proposed, aiming to irrigate 7.2 lakh hectares.
For the construction and maintenance of irrigation projects, a budget of ₹17,863 crore has been proposed for 2025-26, marking a 24% increase from the 2024-25 allocation.
