New Delhi: The Election Commission has decided to give another opportunity to lakhs of people who were left out of the draft electoral roll during the Special Intensive Revision (SIR). The new arrangement will apply to voters in seven states, including Delhi, who could not be included in the draft list because they were placed in the categories of absent, shifted, dead or duplicate names (ASDD). The Commission has directed officials to make the process easier by preparing fresh enumeration forms for such voters and facilitating inclusion of their names in the final electoral roll.
The decision could benefit a total of about 4.51 crore voters across seven states. These include around 2.06 crore voters in Maharashtra, 47.56 lakh in Delhi, 44.89 lakh in Andhra Pradesh, 43.61 lakh in Jharkhand, 33.83 lakh in Haryana, 73.39 lakh in Telangana and about 1.57 lakh voters in Nagaland.
The Commission has directed the chief electoral officers of the concerned states to display booth-wise lists of such voters again at polling stations and also make them available on the website of the state chief electoral officer. Booth Level Officers (BLOs) have been asked to reach out door to door and also send forms through WhatsApp, e-mail and SMS.
Voters who have not changed their address will be able to fill a fresh enumeration form and submit a statement explaining why they could not submit it earlier. Those who have changed address within the state will have to provide proof along with details of the new address and Assembly constituency. They will not be required to fill Form-8 separately. In the case of homeless voters, the on-the-spot verification report of the BLO may be accepted as proof of address.
Voters who have already submitted Form-6 will not need to submit the enumeration form again. Their applications will be disposed of under the prescribed procedure. The Commission has directed officials to ensure that no eligible voter is deprived of the opportunity to be included in the final list and that duplicate entries are also prevented.
