CNN Central News & Networks / ITDC India ePress / ITDC News /Agencies/ Delhi: New Delhi. All India Students’ Association (AISA) national president Neha Bora has refused for the fourth time to furnish and sign a peace bond to maintain peace. On Wednesday, 28 October, she appeared before the court of the Special Executive Magistrate (SEM) at Mandir Marg in Delhi. During the hearing, she sought some additional documents related to the allegations against her and the cases registered. The court then directed Delhi Police to provide the relevant documents and fixed 20 November 2026 as the next date of hearing.
The matter is linked to a protest held on 16 October against Chief Election Commissioner Gyanesh Kumar. Delhi Police, citing apprehension of breach of peace, had initiated preventive action against Neha Bora under Section 126 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). As part of the process, she had been served a notice to furnish a bond with a personal surety of Rs 10,000 and one surety of the same amount.
Neha Bora had challenged this action in the Delhi High Court, but on 23 October the court dismissed her petition. However, the High Court directed the police to provide copies of all documents on the basis of which the action was taken.
Neha Bora and her organisation say peaceful protest is a democratic right and that the peace bond process may affect the right to expression and dissent. Police, on the other hand, maintain that preventive action was taken on the basis of an apprehension that law and order could be affected during the protest. The further course of proceedings in the matter may be decided at the hearing on 20 November.
