CNN Central News & Networks / ITDC India ePress / ITDC News /Agencies/ Delhi: New Delhi. Several new restrictions have been implemented from 1 November to control air pollution that rises during winter in the national capital, Delhi. Under the government’s winter action plan, strict rules have been brought in regarding the entry of old vehicles, employee attendance in offices, parking fees and construction activities. The measures aim to control major sources of pollution and reduce pressure from vehicles on roads.

Under the new arrangement, the entry of petrol and diesel vehicles registered outside Delhi and meeting emission standards below BS-6 has been barred for a specified period. Electric and CNG vehicles, as well as vehicles linked to essential services, have been exempted as per rules. In addition, a system has been implemented to deny fuel at petrol pumps to vehicles that do not have a valid Pollution Under Control certificate (PUC). Automatic number plate recognition systems are being used at petrol pumps to monitor compliance.

To reduce crowding in offices and pressure on traffic, government and private institutions have been directed for a specified period to call a maximum of 50 percent of employees to the office and allow the rest to work from home. The timings of Delhi government and municipal corporation offices have also been changed so that morning and evening traffic surges can be controlled.

Restrictions have been imposed on outdoor construction activities to control dust from construction and demolition. At the same time, an attempt has been made to discourage the use of private vehicles by increasing fees at authorised parking sites. Metro parking has been exempted from this increase.

The government has instructed the departments concerned to ensure strict compliance with the rules. However, the actual impact of these measures will depend on monitoring, effective implementation and coordinated efforts by all concerned states in Delhi-NCR.
