CNN Central News & Networks / ITDC India ePress / ITDC News /Agencies/ Bhopal: Lucknow. The Yogi Adityanath government in Uttar Pradesh has implemented a new policy on character and antecedent verification of candidates selected for government jobs. Under it, candidates selected for general posts may be given provisional appointment letters before police verification is completed. The government’s objective is to reduce the time taken in the verification process and prevent unnecessary delays in appointments. The arrangement will apply to direct recruitment in state government departments, corporations, councils, autonomous institutions, panchayats and local bodies.
Under the new system, the district police and the Local Intelligence Unit (LIU) will have to submit verification-related reports within 30 days. In ordinary cases, verification will be carried out on the basis of available government records. The candidate’s personal appearance or a visit to the candidate’s home for verification will not be mandatory in every case. Where necessary, the officer concerned may order additional inquiry.
The policy includes strict provisions on eligibility for candidates involved in serious criminal cases, gangs facilitating cheating in examinations, paper leaks, fake certificates and cyber fraud. Appointment may be denied if conviction in specified serious cases or any other disqualification under the rules comes to light. However, a candidate will not be considered automatically disqualified merely because an FIR has been registered or an investigation is pending. Political ideology alone will also not be a ground to deny a job.
Candidates will have to provide correct information in their applications and self-declaration forms about arrest, prosecution, conviction and other necessary details. If false information or concealment of important facts is found during verification, the appointment may be cancelled and legal action may also be taken as per rules. In the event of an adverse report, there is also a provision to give the candidate an opportunity to present their side. The new policy is expected to provide relief to selected candidates in the appointment process. At the same time, the system of detailed verification before appointment to sensitive and security-related posts will continue.
