CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: No PUC Certificate, No Fuel Across Delhi-NCR From October 1

The “No PUC, No Fuel” rule to control air pollution in Delhi-NCR has come into force from October 1, 2026. Vehicles will no longer be allowed to fill petrol, diesel or CNG without a valid Pollution Under Control certificate (PUC/PUCC). The system has been implemented under the Commission for Air Quality Management’s (CAQM) directive dated May 15, 2026.

Under the new rule, the validity of PUC certificates will be checked at fuel stations through vehicle registration numbers. At nearly 500 fuel stations in Delhi, checks have been arranged through the Automatic Number Plate Recognition (ANPR) system. The objective is to prevent fuel from being supplied to vehicles that do not have a valid pollution certificate.

According to the CAQM, the step is part of a wider plan to control the rise in air pollution in Delhi-NCR during winter. Vehicular emissions are among the major sources of pollution. Under the new rule, vehicle owners will have to ensure the validity of their PUC certificate before refuelling.

The system is not limited to Delhi alone but has been implemented across the entire National Capital Region (NCR). The concerned state governments and enforcement agencies have been directed to ensure strict compliance with the rule. For vehicle owners, this directly means that if the PUC certificate has expired, it must first be renewed. Only after that will fuel be made available for the concerned vehicle.
