CNN Central News & Network-ITDC India Epress/ITDC News Delhi: Pakistan, Türkiye, Qatar and Indonesia have taken a major step to expand cooperation in the defence sector and strengthen the possibility of joint production of weapons. The four countries signed the multilateral ‘Badr’ memorandum of understanding in Doha, the capital of Qatar, on October 21, 2026. Its objective is to promote mutual cooperation in defence manufacturing, military technology, training and research.
Under the agreement, the four countries will seek opportunities to link their defence production capacities with one another and cooperate in the development of modern military equipment. The memorandum emphasises technology transfer, joint research and development, and closer coordination among defence industries.
Türkiye’s defence technology and experience in arms manufacturing are being seen as important to the partnership. Pakistan and Indonesia can contribute their manufacturing capacities and skilled human resources, while Qatar’s economic capacity can create investment opportunities in defence projects. According to experts, this could help the four countries strengthen the supply chain for defence equipment and reduce dependence on foreign suppliers.
Pakistan Defence Minister Khawaja Muhammad Asif, Türkiye Defence Minister Yasar Guler, Qatar Minister of State for Defence Affairs Sheikh Saoud bin Abdulrahman and Indonesia Deputy Defence Minister Yusuf Juhari were among the key representatives associated with the agreement.
However, no detailed timeline or concrete projects have yet been announced for the joint production of any specific weapon. The agreement is a framework for defence industrial cooperation, not a treaty for mutual military assistance among the four countries. Even so, the initiative could give a new dimension to defence partnerships in Asia and the Gulf region.
