The meeting was organised by the Department for Promotion of Industry and Internal Trade (DPIIT) in collaboration with NITI Aayog and the NITI Frontier Tech Hub. Goyal said India could be made a leader in the global bioeconomy by better using the country’s scientific capabilities and entrepreneurial talent. He stressed time-bound steps to remove procedural hurdles faced by startups.

Emphasis was placed on regulatory approvals and financial support. The meeting discussed simplifying regulatory processes, speeding up approvals and making access to financial resources easier for startups. Suggestions also included a proposed regulatory sandbox, single-window clearance, a system aligned with international regulatory standards and simplification of the patent application process.

Goyal underlined the need to strengthen domestic research and production capacity. He said better coordination among the government, industry and research institutions would help innovative startups expand their businesses. The meeting also discussed shared laboratories and research facilities, along with the Biopharma Shakti programme announced in the Union Budget 2026-27. The need to develop shared laboratories, testing centres and clinical trial facilities to reduce costs for startups was highlighted. Suggestions were also made to speed up customs procedures for the import of laboratory equipment and research materials, and to make access to government schemes easier.

NITI Aayog Distinguished Fellow Debjani Ghosh and member Prof. Gobardhan Das also said cooperation among the government, industry and academia was important for enhancing research capacity and converting scientific discoveries into commercial products.
