Serious negligence has come to light in the care and treatment arrangements for disabled persons living in Gharaunda centres. A report by the court commissioners has described the conditions at these centres as inhuman. According to the report, disabled persons were found tied up at several places. The centres neither have adequate medical facilities nor show any arrangement for regular treatment.

The report said the provision for health check-ups of patients twice a week is also not being followed regularly. Several patients are not being examined at the scheduled time, leading to neglect of their health-related needs. The absence of doctors and the lack of treatment have raised serious questions over the functioning of the centres.

The conditions brought to light by the court commissioners have increased concern over the safety, dignity and basic rights of disabled persons. These centres are meant to provide a safe environment, care and treatment for people with special needs, but the emergence of such circumstances exposes serious shortcomings in the system. Based on the findings recorded in the report, questions have been raised about the state of medical and care arrangements at these centres.
