CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: Supreme Court Suggests Linking Traffic Challan Recovery to Power Bills
New Delhi. The Supreme Court on Monday offered several suggestions on the recovery of pending traffic e-challans across the country. A bench of Justice J.B. Pardiwala and Justice K.V. Viswanathan said that merely issuing e-challans is not enough, and that a practical mechanism is also necessary for effective recovery of fines.
During the hearing, the court suggested that the possibility of adding unpaid traffic challan amounts to the electricity bills of people who have not paid them could be considered. However, this is currently only a suggestion from the court and no order has been issued to implement it. The court was told that around Rs 45,000 crore in e-challan amounts remains to be recovered in states and Union Territories, while about Rs 25,000 crore has already been recovered. The bench then also discussed other measures for recovering pending fines.
The Supreme Court also asked that measures such as stopping registration renewal, ownership transfer and certain certificates for vehicles with pending challans be considered. These options include blacklisting the vehicle on the transport portal, withholding pollution control certificates and fitness certificates, and stopping renewal of driving licences. The court also suggested surprise checks of vehicles with unpaid challans and, if necessary, their seizure.
