CNN Central News & Network–ITDC India Epress/ITDC News Bhopal: Under the guidance and inspiration of Justice Sanjeev Sachdeva, Chief Justice of the Madhya Pradesh High Court, Jabalpur, and Patron-in-Chief of the Madhya Pradesh State Legal Services Authority, a two-day training program for the Secretaries of District Legal Services Authorities was successfully conducted at the Madhya Pradesh State Judicial Academy, Jabalpur.

Addressing the valedictory session, Justice Vivek Rusia, Administrative Judge, High Court of Madhya Pradesh, Jabalpur, said that the role of the Secretary of a District Legal Services Authority is extremely important and carries great responsibility. He emphasized ensuring that the Legal Aid Defense Counsels appointed by the District Authority must mandatorily visit undertrial prisoners in jails, provide effective representation in their cases, regularly update them on the status of their cases, and have their jail visits verified through jail authorities.

He also suggested that trained mediators and community mediation volunteers should be engaged to resolve cases through mediation.

The training program was inaugurated by Umesh Kumar Pandav, Director of the Judicial Academy, Suman Shrivastava, Member Secretary of the State Legal Services Authority, and the resource persons present.

The inaugural session elaborated on the objectives of the training, the course structure, and the expected outcomes.

During the training, Dharminder Singh, Registrar General of the Madhya Pradesh High Court, Jabalpur, provided detailed guidance on the role of District Legal Services Authority Secretaries, their administrative and supervisory responsibilities, effective office management, departmental coordination, and communication skill enhancement.

Girbala Singh, Chairperson of the District Consumer Disputes Redressal Commission, Bhopal, shared important suggestions on establishing coordination with district administration, police, social welfare, education, health departments, etc., for the effective implementation of legal awareness programs and legal services schemes. She also explained in detail the concept and utility of Lok Adalat, mediation, and community mediation.

Suman Shrivastava, Member Secretary, M.P. State Legal Services Authority, and Sachin Sharma, Additional Director, M.P. State Judicial Academy, provided comprehensive information on the NALSA Victim Compensation Scheme, compensation and rehabilitation in POCSO cases, M.P. Victim Compensation Scheme, coordination with police and prosecution, psychological counseling, and timely disposal of compensation applications.

Harsh Singh Bahrawat, Registrar (Administration), High Court of Madhya Pradesh, guided participants on monitoring, evaluation, financial management, reporting mechanism, budget utilization, audit procedures, and the use of information technology within District Legal Services Authorities.

Archana Singh, Registrar/Secretary, High Court Legal Services Committee, Jabalpur, highlighted legal assistance for prisoners in jails, principles laid down by courts, coordination with jail authorities and Legal Aid Defense Counsels, functioning of Under Trial Review Committees, and efforts to reduce the number of undertrial prisoners.

Kuldeep Singh Kushwah, Principal Registrar (IT-Chief System Analyst), and Surya Prakash Sharma, Registrar (IT), M.P. High Court, explained the role and procedures for District Legal Services Authorities in the dashboard system developed by the High Court for the payment of motor accident claim compensation cases.

Ashish Shukla, Senior Technical Director, NIC Jabalpur, provided information on the use of e-Office and various courses on departmental management and efficiency enhancement available through the iGOT Karmayogi platform.

Trainees presented group reports on effective organization of legal literacy programs, camp operations, and pre- and post-camp activities, discussing various aspects of successful implementation of legal services schemes in detail.

The inaugural and technical sessions were conducted by Anirudh Jain, Deputy Secretary, M.P. State Legal Services Authority, and the vote of thanks was delivered by Suman Shrivastava, Member Secretary, M.P. State Legal Services Authority.

A total of 47 Secretaries of District Legal Services Authorities participated in the training program.

Officials and staff of the M.P. State Judicial Academy and the State Legal Services Authority contributed significantly to the successful organization of the event.
