CNN Central News & Network-ITDC India Epress/ITDC News Bhopal: Public Works Minister Rakesh Singh, along with MLA Rameshwar Sharma, conducted a detailed inspection of the elevated bridge under construction in Bairagarh. He toured the entire under-construction stretch and reviewed the physical progress of the work, quality, safety arrangements, service road and arrangements for public movement.
Minister Singh expressed strong displeasure with the officials concerned and the construction agency over the slow pace of construction and the lack of adequate safety arrangements at the worksite. He said ensuring public safety and smooth movement during construction is the responsibility of the department and the construction agency, and no negligence of any kind would be accepted.
Minister Singh directed that all shortcomings and disorderly arrangements be corrected within three days. He asked that a penalty be imposed on the construction agency as per the terms of the contract for negligence and delay in the work. He also directed that non-functional or disorderly street lights be made operational and that all necessary safety measures be ensured at the construction site.
Seeing the poor condition of the service road, Minister Singh directed that it be repaired immediately. He said that until the main bridge is completed, the service road is the principal route for public movement, and keeping it safe and convenient should be the top priority. He directed that the disorder around the Civil Hospital be rectified immediately and that uninterrupted and safe movement be ensured for patients, ambulances and the general public.
Minister Singh gave clear instructions to the officials and the construction agency that the entire bridge construction work must now be completed by March 2027 under all circumstances. No laxity in this deadline will be accepted. He also directed micro-planning of the construction work, including preparation of an activity plan based on a PERT chart and weekly review of progress on that basis.
The Chief Engineer will review the construction work every week. A detailed report related to progress, quality and timely completion of the work will be submitted to the minister every 15 days. During the inspection, Minister Rakesh Singh said this main road of Sant Hirdaram Nagar is an area with very high traffic density. In such a situation, any negligence in safety arrangements during construction could lead to a serious accident. He directed the construction agency to give top priority to safety arrangements.
Minister Singh directed that, to keep traffic uninterrupted during construction, safety barriers should be placed only at locations where construction work is actually under way. Unnecessary barriers should be removed immediately from places where no construction is taking place so that traffic can move smoothly. He also directed the immediate removal of debris and other waste construction material from the site.
He said the problems faced by local traders and residents due to the construction work should be resolved on priority, and their movement should not be unnecessarily obstructed. The contractor was instructed to ensure necessary arrangements at its own level for uninterrupted movement, keeping in view the heavy traffic pressure.
Minister Singh also directed that proper rainwater harvesting arrangements be ensured on the bridge. He said environmental protection and water conservation should be compulsorily included in major infrastructure projects.
Minister Singh said the Public Works Department is working with the objective of “public welfare through public works”. He said there has been a major change in the department’s work culture, and quality, timely completion, accountability and public convenience are now being given the highest priority in every construction project. He said the real objective of infrastructure construction will be fulfilled only when work is completed with high quality within the stipulated timeframe and citizens receive its benefits in a safe and convenient manner.
